Senior Systems Analyst, Technical Staff
Primary system programmer for development of the Electromagnetic Pulse Analysis Information System (EMPHASIS) a VAX VMS 5.3/ORACLE 6.0 database application used for storage and analysis of U.S. Navy EMP test results. The tools I used in the development of EMPHSIS included SQL, SQL*Forms, SQL*Menu, and SQL*Report Writer. Used Microsoft C V7.0 to simulate targets for analysis of the effects of electromagnetic interference (EMI) on the AN/SPS-49 (V2) radar. The output of these programs is written to files designed for upload database and spreadsheet programs for further analysis. Responded to many short-fuse requirements for development of small scale PC based applications using Visual Basic, Windows 3.1, Paradox, and Oracle. Mr. Strickland continued to provide programming support to the SEMCIP’s Management Information Tracking System (SMITS) and STAN databases.

Supported the Naval Sea Systems Ship Electromagnetic Compatibility Program (SEMCIP) by supervising programmers and analysts who implemented, maintained, and continually enhanced the capabilities of the SEMCIP Management Information Tracking System (SMITS), a large database with associated analysis tools application that had been designed for storage, retrieval, and analysis of information related to EMI and TEMPEST problems affecting naval combat systems.
Used high-level languages and database tools including CPL, INFO-BASIC, Prime INFORM, and Prime PERFORM to maintain and develop enhancements to SMITS on Prime 50 minicomputers.
As contractor representative to NAVSEA SMITS working group I attended and made presentations at periodic program review meetings and conferences. By l992, it had become apparent that improved access to SMITS data and analysis would be of enormous value to electronics engineers developing new combat systems and working to resolve TEMPEST and EMI problems affecting existing systems. In response to this need I developed the SEMCIP Technical Assistance Network (STAN), a system that provides authorized user with both on-line access via the Internet to an unclassified subset of the SMITS database and the capability for electronic filing of SEMCIP reports that had previously been submitted in hard copy. STAN is hosted on a HP-9000 minicomputer at the Naval Ocean Systems Center (NOSC) in San Diego. All programming support and database maintenance are accomplished remotely via direct modem access or Internet.
I began work on the conversion of SMITS to an Oracle 6.0/7.0 based on the information system using SQL*Loader, SQL*Forms, SQL*Report Writer, SQL*Menu, and SQL*Plus, that provided the framework for the implementation of the EMPHASIS database later.

Contributed to the initial requirements analysis, data modeling, database design, normalization and tuning, and programming of the prototype SMITS database. Programmed, tested, debugged and documented database programs, report generators, and analysis tools using PRIMOS, CPL, INFO-BASIC, PERFORM, and INFORM on Prime 50 series minicomputers. Developed procedures for safeguarding classified information during processing, storage, and retrieval.
